We are seeking a Program Financial Analyst Analyst, Senior to support our team in Patuxent River, Maryland. This role is located within the Persistent Maritime Unmanned Aircraft Systems Program Office (PMA-262).

Responsibilities

Performs critical program management, technical, or business analysis of major DOD acquisition systems and provides recommendations to ensure program success. Provides program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs). Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. Applicant should be able to plan, forecast, execute, monitor, and report on program/project budget and financial status throughout the program lifecycle and have a general understanding of the Planning, Programming, Budget, and Execution (PPBE) process. Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyze budgeting and accounting reports.

  • Assist with Program financial planning, funding execution and report on commitments, obligations, and expenditure against program benchmarks.
  • Gather inputs from Integrated Product Team(s) to support Fiscal Year and outyear requirements for budget submission.
  • Analyze financial requirements against program budget to identify risks and opportunities to leadership.
  • Develop and maintain detailed spend plans to include personnel, work years, contracts, travel, and material requirements while aligning obligations and execution plans against program milestones and document all assumptions. 
  • Coordinate with IPTs and Business Financial Managers (BFMs) to gather supporting documentation to initiate and execute funding requests.
  • Monitor and track funding execution.
  • Develop and provide routine financial reports and metrics to communicate financial status to IPTs and Program Leadership.
  • Support data calls to include, but not limited to, requests for information from various stakeholders (internal program office and external stakeholders) regarding technical, programmatic and financial aspects of the program.

Desired Qualifications:

  • Demonstrated experience with Microsoft Office products
  • Desired experience with MS Office Excel and Pivot Tables
  • Excellent written, verbal, and presentation skills
  • Experience with Acquisition Management System (AMS), specifically the Common Spend Plan Tool (CSPT)
  • Strong interpersonal, problem solving and multi-tasking skills
  • Demonstrated ability to work independently and within a team environment

 

 

Qualifications

Required Qualifications:

  • Education: A Master's Degree or allowable substitutions is required for this position.  Allowable Degree Substitution: Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description, OR Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description, OR Six (6) years additional work experience performing duties described in the functional description.

  • Experience: This position requires more than 10 years of experience
  • Must be able to obtain and maintain a Department of Defense security clearance.
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
